I think that if we had a water crisis in San Mateo, it wouldn't go on for this long. San Mateo is a pretty well populated city with middle class citizens. For the most part everyone who lives here is above the national poverty line, which means that if funding were needed, people would be willing to give up some of their money. Also the taxes in stores are 9.25%, this means that there is a good amount of money that the county has.
